Should i Buy a 1640 or 1650 or 1655 ?.....Need Good Quality Burn & reading

which of the 3 options i should choose ?

If you are in the US, they have already for the most part vanished, I would buy anyone of the ones you mentioned if I could find them, don't leave out the DW1620.

IMO of course

1640
plus: with f/w BSLB, excellent burning quality over a wide range of DVDR media, excellent peace-of-mind SB operation (I left SB on at all times with my own 1640 ).
minus: @16X burning not as good as 1650/55, average to so-so CDR burner (high jitter), so-so DVDRW burner

1650/55 (50: standard / 55: same drive with lightscribe)
plus: better @16X DVDR burner than 1640, better DVDR reader, better CDR burner (lower jitter), better DVDRW burner
minus: lots of strange quirks with several firmwares, questionable SB operation with many MIDs (better leave SB OFF for most MIDs). Only quirk-less firmware: BCDC (50) / BCDB (55).

Try buying retail vs. OEM (controversial though).

Since you own a 1655, get the 1640. But if I were you, I will get another 1655.
