@ Arachne: I was only going by what others from the UK have told me. 20mbs downstream is just as good as its gets here, I fully expected England to have equal service to the US and was surprised when others from "across the pond" have told me nightmarish stories about there providers. I am happy to hear that great service is available as I would have no way of knowing without your input, , maybe its the sections of England where my acquantances live (Leeds, Nottingham) the ISPs are not as good as you have).

I know, we're a bit behind the US speed-wise and have been for ages - definitely upstream-wise

Yeah, I think most providers (at least here) have people who like them or loathe them (Virgin is definitely included in that, I know some folk have had throttling and everything).

Regarding location, that also sprang to my mind as, for example, I seem to have no problems yet others have reported quite bad ones (who live in other parts of the country - London, Liverpool etc) - with the same ISP!
