Are developed packet writing functionalities in NeroCmd ?
I need to format a DVD to use it as a hard disk (like InCD
functionalities) from a VB program and an idea could be
to run NeroCmd from my program ...
If it is not possible with NeroCmd how could I do it ?
Is the source code in somewhere ?

No, packetwriting functionality is not in NeroCMD.

You can use NeroCOM for using the packetwriting features of NeroAPI from a VB application.

I did not found this component in the link you give me !
Is it part of SDK ?
It is possible to have the same functionalities as InCD

NeroCOM is a COM interface of NeroAPI distributed with Nero6. The documentation will be part of the next NeroSDK that will probably released beginning of August.

The packetwriting features of NeroAPI and NeroCOM are not the same than the ones of InCD.

We sow Ahead InCD that permits us to format the DVD and use
it as an harddisk, this is a good solution for our system. What can
I do with NeroCOM ? Is ot possible to format the DVD such as InCD ? Then can I write data such as an harddisk (using
normal windows command) ?
The asnswer is very import for us because we must realese our product ! If I'm able to format the DVD such as InCD from a VB
program it is a great result !

-> This is not possible with the current version of the NeroSDK.
Packet writing support in NeroAPI is currently limited to raw sector by sector read and write access. With the current NeroSDK, you can neither logically format nor access a packet writing medium on a filesystem level.

Ok, it is not possible to use actual version of NeroAPI to
format the DVD media as InCD. In the versionof API that will exit
on August it will be possible to do it ?
My mainly problem is that it is not possible to use InCD
functionlities from an our application because there isn't a command line program to run the DVD formatting neither
a GUI ! I'd like to do this operation directly from my software !!
Have you any suggestion for me ?

Unfortunately there are no plans of providing
support for formatting packet writing media in NeroAPI.
