What about this computer

Hi Guys!, Well I like to greet al the members...

I´m actually working on this PC...

MOBO: BIOSTAR VIARAMA U8668(PRo)
Chipset: VIA VT8751
CPU: Intel Celeron 1.70 GHZ
MEM: Kingston 256MB PC2100
BIOS: Award Phoenix
HDD: Seagate Barracuda 7200 40GB. ST340014
DVD: LG DVD+/-R, DVDRW, 16X
CD: Samsung 56X CD-ROM

And using this kind of Power Supply:

ATX SWITCHING POWER SUPPLY:

300W DC

AC INPUT 50/60HZ, 6.5 / 4.5 A

+3.3V: 15.0 A
+5V: 25A
+12V: 12.0 A
-5V: 0.6A
-12V: 0.6A
+5Vsb: 1.5A
+3.3V y -5V Max: 140W

So the computer is running a little fine, its using XP SP2 PRO, NOD32, Nero 7.2... in a strange way the Icons in the Desktop have become like the old Windows 98, with an awfull border in the space where the name is... like f.a.:

I have unchecked the boxes of shadows in the Icons, but NADA, always there´s the weird color... and in some days the PC doesn´t show the DVD unit.. and the CD unit...

What about the system´s config or UPS?... Is worth upgrading it or is a better idea buying a new one?

By a new computer or build one, it'll be cheaper since you cannot recycle a single component other than the ODs and HDD.
