Yes, you may have to change a jumper though.

Re: Are SATA II drives backwards compatible with SATA I controllers?

Just an FYI, S ATA II drives are backward compatible but will not work with some older mobo's like my ASUS P4C800 Deluxe. Newest Bios would not recognize the Maxtor Diamond Max10 250GB S ATA II with the jumper set properly.

Always listen to the voices in your head, except on how much ammunition you'll need. I always buy double what the voice tells me to.

That's because Maxtor sucks but that's another story ;-)
Actually Maxtor is the only brand that have compatibility issues AFAIK.

Just wondering, anyone know if the SATA II Seagate 160gb HDD will be backward compatible with an ASROCK P4V88+ Mobo with SATA I HDD compliance? And also, what kind of connecters would be needed?

I would say it should but you should really go to the motherboard manufacture site and read or see if there updates to the user manual as that should be your first source and then contact them to double check if your drive will be backward compatible with their motherboard.
