Questions about GPU + Monitor

Hi everyone, i need some advices cause i'm having problems with my monitor's resolution & refresh rate. My monitor is an EIZO FlexScan L350 (quite old, i know..) and is currently "attached" to an integrated GPU on my motherboard, an S3 ProSavageDDR with 32mb.
Here's the problem: when i choose a res. of 800x600 and a refresh rate of 60 or 70Hz everything looks good (apart from the fact that letters & graphics are too big). On the other hand, choosing a 1024x768 res. and a refresh rate of 60 or 70Hz, i see everything with a sort of flickering/blurring.
The 1st thing i did, was to check my monitor's max supported res. and according to EIZO is 1024x768 at 75Hz...ok, something i already knew, cause i've used this monitor even on my old pc that had an Intel 810e Chipset with 32mb integrated graphics (really old!) and there were no problems at all!

My questions are these:
1. The problem is on my monitor or in my S3 ProSavageDDR (crappy!) GPU?
2. Could it be that my GPU doesn't support 1024x768@75Hz ?
3. I'm planning to replace the GPU with something cheap (40 euros) & obviously better i.e. an ATI Radeon 9250 with 128MB. If i do so, will i be able to use 1024x768@75Hz ?

Are you using the drivers for the monitor or did you let windows automatically detect it? If the latter try the drivers from here Here

To be honest I'd think of getting a newer monitor if I was you. There are some very cheap 17" CRT monitors available now.

I tried both windows & EIZO drivers with no success

When i click on Adapter's properties, "List All Modes" button i get this:

Looks like the GPU doesn't support it as you said. A better graphics card will be needed as you expected.
