So Im Looking To Buy 2 New Case Fans And I Dont Know What Size To Get. When Measuring Do I Measure Diagonal or Measure Horizontally?

You measure the diameter.

Case fans are usually 80mm, 92mm, or 120mm

But unless you know what your case requires in the way of case cooling fan those are just numbers....you should check your case out first before looking for fans...unless your doing custom cutouts on your own...

Come back with a vertical or horizontal *fastener to *fastener dimension.
92mm for instance is about 3 1/4 "
