Whats a 30 cap or a 12 cap?

I plan on getting this chip and in the reviews they keep talking about a 30 cap and a 12 cap.

I believe they are refering to degrees celcius (temperature).

They do not state what kind of cooling (fan/heatsink, waterblock, etc.) they are using. Since the chip is OEM, so you will need a suitable coolling setup.

30 degrees celcius seems rather unlikely for an OCed chip with air cooling... but then again, I don't know a whole lot about Intel chips.
