cd burner help - Club CDFreaks

i have a dell dimension 2350 with a GCE-8481B cd burner. Everytime i try to burn a cd it makes a loud struggling sound followed by the cd burning process being cancelled. After an unknown error 4000 pops up?
anyone help?
