Adding Tracks/Marks to audio for cd - Club CDFreaks

I have been trying to insert tracks/markers on an audio wave file that I captured from a cassette tape. Which program is the easiest and best to use to add track markers to it. My final goal is to be able to navigate forward and backward at will without going all the way to the beginning of the wav file or the end.
I currently have been using Nero and/or Roxio's Easy cd creator ver 5 X X.

I think you can use GoldWave to do this. I've never needed to do this particular thing though. Are you wanting to make an audio CD or a CD with a wav file on it?
