I know you could do it in audio galaxy, and I believe soundforge is good at this. you just play the cd or tracks in the screen with the spectrometer, hit pause, and highlight the length of audio you want as a snippet. save it to wav, then compress to mp3 or such.

There may be easier ways, been years since I cut and pasted .wavs together for irc rooms and the like.

Rig 3:800 Duron, Crap ass cirrus 2 meg video card, 55 gig via 1x 15 gig seagate, 1x 40 gig IBM deskstar. 512 meg ram pc133 (I'm so proud..lol )

You could rip to WAV (or whatever you want actually) for burning with CDex (free) which allows many combinations including what you ask.
