add subtitles with virtualdub to the xvid
then use TMPGenc to make from the xvid a mpeg1 (vcd) file

burn with nero

(you know that vcd isn't a very good quality??)

I would suggest using AVISynth instead of VirtualDub as it will allow you to add subs, resize, etc. without changing colourspace.
