What is the difference between NTSC and PAL and what is best to use?

If the source is NTSC then use NTSC if the source is PAL then use PAL. If your DVD/TV-system will support only one of those then use that one.

NTSC is the TV system used in North America, Japan & a couple other countries. PAL is used by the rest of the world (some use a variation called SECAM)

In a DVD the PAL picture is a larger at 720x576 while NTSC is 720x480. However, NTSC runs at a higher fram rate of almost 30 frames/sec while PAL is 25 fps.

Because the PAL has a higher vertical resolution, its picture quality is far better then NTSC. I live in a PAL world but a recent visit to the US showed mw how shocking their normal TV service is compared to PAL. Come on High Definition Digital TV

NTSC = mainly USA system 23 to 29 Fps
PAL = mainly Europian system 25 Fps
Secam = French system 25 Fps

Look at the FPS, and that is the one you have to use... You can also convert the different formats, but it can cause problems.. That the movie can "humple and stompel"

EDIT........ Looks like somebody was faster then me with the discription/answer /EDIT
