Help please

hello people

iam new to this site and i just wana say this is wounderfull. I have a quick question.

I have a dvd when it was recoreded to a cd or dvd the picture isnt that clear and its a bit noisy when ppl talk loud, is there any way that i can filter the noise out a bit and make the picture clearer when its played on the tv cuz its good when its in a small size but when expanded doesnt look that good

You can try avisynth, but improvement will be limited. With video you can clean up noise a little, and make minor changes to color, brightness, contrast, and audio levels. The only real fix is going back to the original source, and try encoding it all over with a higher bit rate.
