Help with editing and burning mpeg3

Hello everyone. I just finished downloading an Xvid movie, it was 711.282Mb. These are all of its specifications.

Image: Width 720 pixels
Height 416 pixels

Audio: Duration 1:24:04
Bit Rate 48kbps
Audio Format MPEG Layer-3

Video: Frame Rate 25 frames/second
Data Rate 141kbps

I'd like to burn this to a 4.47 gig dvd. I'd like it to have the fullscreen feature I see on many retail dvds. Where should I start? Could someone recommend a tutorial? Thanks for any help.
