Sure you can!

What is the source video in?

If it is an AVI or Mpeg-1 file, you can just open it in VirtualDub and Re-encode at whatever bitrate you want. If it is an Mpeg-2 file, you could write an AVisynth script for use with VirtualDub.

Why don't you just try to open it in VDub. If you can't, it's Mpeg-2 and you need to use an AVISynth script.

If its 42min long and 450meg in size, then its 90% sure to be an MPEG1. Run GSPOT on the file and it will tell you exactly what it is and any codec used to produce it.
