High Definition & Blu-ray Discs

In North America and in Europe the NTSC and PAL formats are used repectively so does anyone know if there will be a PAL High Definition format and an NTSC High Definition format or will just one type of High Definition format be used globally? Despite Blu-ray discs being region locked will there be PAL High Definition and NTSC High Definition Blu-ray discs or will there be just one format for all 3 regions?

From what I've heard the HD releases in PAL countries will still be "upspeeded" to 25 fps (for some stupid reason). There won't be any other differences in resolution etc. Regarding regions for BD it should still be considered as a rumor because both Philips and Pioneer have said that it has not been decided yet.

HDTV also has PAL & NTSC, so why should BD don't have it?
