Can someone please tell me whether PAL Blu-ray discs are sped-up by 4%?

Movies are generally in 24 pfs format on Blu-ray and HD DVD, so there is no 24->25 fps speed up change for the European marketed BD/HD DVD titles.

1080p25 and 1080i50 formats are available in the case when the recorded material (TV shows ect.) requires, but the movies are 24p.
