HDD won't defragment completely

I thought I saw a topic on this with another user having the same problem, but I have not found it by searching nor browsing. Anyway...

When I run the Disk Defragmenter under Windows XP, the drive defragments to about 14% of the way through, then I get a window that says "some files could not be defragmented; check...for details...."

I have never had this problem before. All I can say is that I did a fresh reinstall of the OS and am still restoring some of my programs, although aside from that, nothing is different. I also notice I have a small "chunk" of files that the Disk Defragmenter reports as "unmovable," although despite the same setup, I never had that before. Any ideas as to why the Disk Defragmenter isn't letting me fully defragment my C: drive?

Raxco Perfect Disk has some options including aggressive freespace consolidation that should help you out.

Try defragmenting in Safe Mode.

that's an idea, although I tried the trial version of Raxco PerfectDisk. It moved the 'unmovable' files that I assume weren't defragmented by Windows, but I have no idea what those files are that Windows says are "unmovable."

What's funny is that they have never been there before. I have only seen them *after* I did the full system reinstall (this is the first time). Does that sound weird?

Things go wonky for me after doing some Windows Update stuff, but that Aggressive Freespace Consolidation thing in Raxco seems to do the trick.
