I am still looking for a cd/dvd RW format program to restore the CD/DVD RW's to blank/factory condition, other than nero and InCD as they don't seem to work for me.  .

Acronis True Image 8.0.774 for Windows works well for me, so I guess later versions should work well too. The CD/DVD RWs will be reuseable, no problem with that. There must be something wrong with your CD/DVD writer if you can't erase or format the CD-RWs.
