I got this error very early on in my Matsushita UJ-810. In some cases cleaning the disc helped (!) but there are steps to getting it unlocked.
Close
CloneDVD, PowerDVD etc
Start and enable
AnyDVD (check the region required!)
Insert the DVD
Watch the aDVD tray icon until it greys-out
Start CloneDVD, PowerDVD etc
and it should work.
