DVD2AVI should solve this. This application will make a project file out of the given MPEG 2/VOB file and adds a plugin into TMPGEnc in order to make it support the project file and thus decode VOB and MPEG 2 files.

TMPGEnc is probably one of the best MPEG 1 encoders out there and when I play back MPEG 1 clips converted from DVD on a TV, there is hardly any blockiness in it.
I had the same problem before using TMPGEnc to convert MPEG 2 clips as I love to stream Digital Satellite MPEG 2 to my hard drive using the EuropeOnline.net Skystar2 DVB card, such as Music Videos and convert them to fit on a Video CD-R.
