I've checked it in Winamp 2.80.
The CDDB information is taken via plugin (NullSoft CD/LineIN Plugin) and gets its information from a program/website called GraceNote)
It would require to write a new plugin with your "weblink" as the possible solution or a rewrite of the current plugin.
Maybe you could contact the guys and gals at NullSoft about it ?
