Your video is saved in MOV H.264 format.
I don't think Movie Maker will do it. You need to install the Cyberlink Power Director Pro that came with the package.
Not sure what's the difference between Power Director Pro and the Ultra or Deluxe but I'm sure the Pro can process your video to DVD or perhaps Blu-ray. Here is Cyberlink Power Director website:

GGC-H20L is only Blu-ray reader. If you want blu-ray burner you want the GGW-H20L or wait for the new GBW-H20L. You can get GGW-H20L for around $250. It will burn to blu-ray disc as well to DVD discs.

You will be able to use the included software Cyberlink Power Director to edit the .mov file. You can also use other softwares such as Ulead Video Studio, Pinnacle Studio etc.

Blu-ray burner will burn to a blu-ray disc or DVD discs. However playback HD video is different thing.
Lets say that you processed (with software) your HD video as blu-ray structure and burn it to a DVD disc as the medium. You can playback on your blu-ray burner/reader, dvd burner/reader, standalone blu-ray player or PS3. You cannot play it on your standalone dvd player. But if you burn it on a blu-ray disc, you can only playback on blu-ray burner/reader, standalone blu-ray player or PS3. You cannot play blu-ray disc from dvd burner/reader/player.
If you want your standalone DVD player to playback your video, you will need to process as DVD-Video, which will reduce the video quality.

It depends on the blu-ray movie. If the movie is in 25GB disc, then it will be an easy process, eq rip to harddrive and burn to BD-R/RE 25GB using imgburn. If the movie is in dual layer 50GB and you want to shrink to 25GB disc, then the process will be longer. There's no easy shrinking software that can maintain the menu yet. Current option is to take only the main movie (without menu) and include only an audio stream your choice to be able to fit into a single layer 25GB disc.
