Finally heard back from Nero support: Dear Mr. Few,
thank you for your e-mail.
It is not possible to have the "normalize all audio
files" and the "no pause between tracks" prechecked by
default with any version of Nero.

Unless someone else has a workaround, I'll keep checking the boxes manually.
