The User's profile folder is the correct location for that kind of data, especially if multi-user operating systems like Windows NT series (from NT 4.0 up to Vista) or Unix flavours are used.
Storing user related files in the program's folder is for Win95 users or botnet supporters.
Only acceptable exception: Opera shall be run off a removable drive like a USB stick or external HDD.
