now i know the title can throw you off.did he look around to see if the answer he is looking for is in the forum.the answer is yes lol.
so here i go asking away.

i have two movies.one the video quality is great the other not.what im trying to do is extract the audio from the bad quality movie.and sync it to the good quality video.heres the catch.
1)the good quality movie the audio is in russian and is running at 25 fps.
2)the bad quality movie is the one with the audio i want to use and it runs at 23.97 fps.
3)i want to insync the american audio to the russian video. only problem is they start differently and end differently.is there a way or a software program that will let me do this?
