What bitrate are you using? Action sequences encoded at too low a bitrate will show problems in playback. I don't use Premiere, so I need to ask, does it have a variable bitrate option when encoding to dvd? VBR would be a better option if you are using a low constant bitrate setting now.

Open the VTS_01_1 file in your dvd with Gspot video utility if you don't know the bitrate. It will tell you the average bitrate on the right side of the screen under Video. It will show as xxxx kbps, and will probably be something around 4000 kbps or higher, depending on how much compression was necessary to fit your video onto a dvd.
