You're taking about a frame cap or screen cap. 1st, it's not "high res", unless you're dealing with HD video. DVD video is only 480, so applications for the images are limited. You can get a decent 8x10 with a little work, but keep expectations low.
I use
PowerDVD, which has a little button that copies the frame to the clipboard as a bitmap. Then open that in Photoshop. You can also simply do a screen print or screen cap, but PowerDVD actually captures the frame, which is a little different.
