Down at IBM!!! They have a proxy server which only allows certain Traffic if you know what i mean! Infact its a pain the fuking ass sp if you wann get around it you gotta find another way. Do a port scan to see if you can get around other ports. Try anything BUT DON'T GET CAUGHT!
