Disable AnyDVD(or uninstall it temporarily) and make SURE the region is set on the drive you're having issues with. You need to go into device manager and check the properties on the drive in question. Once the drive's region is set correctly, then enable or reinstall AnyDVD and you should be good to go. Do NOT try to set the region with AnyDVD active as AnyDVD will tell the OS that it's set when in fact it is not.
