Most any good video editing software should be able to do this just fine. Pinnacle, Ulead Studio, Vegas Movie Studio, Adobe Premiere Elements, to name a few. And there are probably some good free ones that will do it as well. You can go to www.videohelp.com, and look in tools section for lists of tools for editing, then look at what they specify they will do.
