It won't.
Nero Vision Express should do it, but I have no idea about the quality and how well it does the framerate conversion (25fps to 23.97 fps for progressive or 25fps to 29.98 for interlaced material).
Do yourself the vavour, get a media PC for watching DVDs. Together with ReClock you can even reverse the 4% PAL-Speedup and enjoy the higher vertical resolution of PAL.
