There are 3 types of dvi connectors or formats: dvi-d, dvi-a and dvi-i. It depends really; if the monitor supports dvi-a or dvi-i input then you can use a vga to dvi cable, but if it only supports dvi-d then, no you cannot do this. See here for more info:

I think it's a bit early to be saying that, vga type connector is still being used even on newer computers and I'm surprised that even some LCD monitors have only VGA input!
