What I like to add to that list:

- At startup, the computer doesn't even make it to the bios, though all the fans do start spinning and the hard drives seem to initialize.

Had it one time with a 350W PSU, which should have been sufficient for a Athlon 2600+ system. But it just couldn't supply enough juice at startup. I then bought a 360W Enhance PSU to replace it which had no troubles at all.
