I have never used DVD-RAM discs because they are so much more expensive than DVD-RWs, so I cannot comment on the reliability. However, they are supposed to outlast all the other types of discs.
My experience with Fat32 on hard disks is that the data is more prone to corruption than on NTFS disks. Corruption often happens after a system hang, especially when data is being written to it. I reckon the same logic might apply to DVD-RAM discs formatted in Fat32, but I don't know whether it is easier to recover data from Fat32 than NTFS.
